General

How long does a track take?

That depends on the size of your assortment and how much of your packaging data is already usable. After the free scan we give a concrete estimate for your situation. We won't leave you with a vague range here.

What format should I deliver data in?

No fixed format required. Photos, loose documents, an export from your ERP system, or half an Excel sheet: it's all fine. We classify and structure whatever is there.

What if my packaging data is still unstructured?

That's exactly what we're built for. In the conversations we have, the first discovery is almost always that the packaging list isn't complete. That's not so much a problem to start with as it is the starting point.

Do you work internationally, and in which countries?

Yes. Declaration rules differ per country. What applies in the Netherlands is often different in Germany or France. We map that out for you, even if you're active in multiple countries. See the overview of PPWR differences by country for the main variations.

Do I need to commit to a subscription right away?

No. You can start with a one-off track (baseline declaration, tariff differentiation, or PPWR) and decide for yourself afterward whether to move on to an ongoing partnership. No obligation, no lock-in.

What does it cost?

What's the difference between Packstract and a system like SyncForce or ImpactBuying?

Those are software platforms you operate yourself. You enter, manage, and maintain everything. Packstract takes the work off your hands: you supply your packaging data, we enrich and structure it, and you get the result back in your own system.

Do I need to do the free scan before I can start a track?

No, that's not required. But it gives us, and you, a sharper picture of the scope, which lets us put together a more precise quote. Most organizations start with the scan for that reason.

Is Packstract also suitable for smaller assortments, or only for large companies?

Both. The approach scales with the size of your assortment. Smaller organizations often start directly with the Baseline Declaration track; larger organizations sometimes start with the scan first to get an overview.

Do I need to worry about CSRD too?

The obligation now applies only to a smaller group of large companies, so it mainly depends on your organization's size. Even if you're not subject to reporting requirements yourself, larger customers or chain partners may still ask you for sustainability data. Read more on the Legislation page.


PPWR

What is the PPWR, and why does it exist?

The PPWR (Packaging and Packaging Waste Regulation) is European legislation that replaces the older EU directive 94/62/EC. Its goal: less packaging material, more recyclable packaging, and fewer harmful substances.

When does the PPWR take effect, and is there a transition period?

The first obligations took effect recently, with a transition period of roughly a year and a half before the next steps apply. The longer you wait to prepare, the tighter that period gets.

What are the main new obligations under the PPWR?

Packaging must demonstrably meet stricter design requirements (think recyclability), and those requirements will keep tightening step by step over the coming years, toward 2030.

What are the recyclability classes (A, B, C)?

The PPWR introduces performance levels for how recyclable a piece of packaging is. The higher the class, the better the packaging scores on things like how separable its materials are.

How does the PPWR relate to existing EPR systems like Verpact?

The PPWR harmonizes design and conformity requirements at the European level. EPR systems like Verpact continue to exist alongside it: they handle the financial side, the waste management contribution. Does the PPWR also apply to food packaging, bioplastics, or compostable materials?

Yes. Packaging that comes into contact with food carries extra safety and suitability requirements, on top of the general PPWR requirements.

What are the main criticisms from industry?

Mainly the administrative burden, the requirement to have an authorized representative in every EU country, and practical difficulties with specific materials. It's not all simple, and we don't want to sugarcoat that. Our info session & training is designed to unravel exactly that kind of complexity for your team.

How can a company prepare for PPWR compliance?

Start with an audit of your packaging (our free scan helps with that), revise the design where needed, and build a dossier with substantiation per item of packaging. That's exactly what the Baseline Declaration track is for, with a signable Declaration of Conformity as the final step.

What happens if I don't comply in time?

Member states may set their own checks and sanctions, with possible fines and an obligation to still correct things afterward. The exact details differ per country.


Tariff differentiation

What exactly is tariff differentiation under Verpact?

A system where you pay a lower (or higher) waste management contribution depending on how recyclable your packaging is.

Since when has the current scheme (TD 2.0) applied?

The current, tightened scheme, often called TD 2.0, has been in force for some time now. Check our tariff differentiation page to see how we help with it.

Which criteria determine whether packaging qualifies for a discount?

Among other things: recyclability, for example as tested through the KIDV Recyclecheck, the share of post-consumer recyclate (PCR) used, and whether the packaging consists of a single material type (mono-material).

How much discount can that produce?

Potentially up to 60 cents per kilogram, with part of that discount tied specifically to the amount of recyclate in your packaging.

How do I apply for tariff differentiation, and what evidence is needed?

The application runs through PackTool, with substantiation of weights and recyclecheck data per item of packaging. Exactly the kind of detail most organizations don't have readily at hand.

Which packaging is excluded from tariff differentiation?

Packaging that already qualifies for a different discount, and packaging that doesn't meet the technical criteria.

How exactly is the discount calculated?

Based on the weight of the packaging, multiplied by the discount amount that applies to that material type.

What has experience in practice shown so far?

Not every producer applies for tariff differentiation yet: a missed opportunity, since the discount is there for anyone whose underlying packaging data is in order.

How can a company best prepare?

Keep good records, have your packaging tested through the KIDV Recyclecheck, talk to your suppliers about material choices, and submit the application through PackTool on time.

How does tariff differentiation relate to the European PPWR?

Tariff differentiation is the Dutch implementation; the PPWR aims to harmonize this kind of system EU-wide over time. Read more on our PPWR page.


Suppliers

I'm a packaging supplier myself: can Packstract help me too, not just my customers?

Yes. Besides customers who bring packaging to market, we also help suppliers directly. Check our page for suppliers, or get in touch.

What happens if you contact suppliers on my behalf?

Your supplier receives an introductory letter in advance on behalf of your organization, so it's clear who we are and why we're asking questions. We don't require a fixed format. Whatever the supplier already has is enough.

Do I need to do anything yet if my customers aren't asking about packaging data?

Companies selling on the Dutch and European markets increasingly need to be able to demonstrate detailed packaging data. The question often comes later than you'd expect, but it does come. Preparing now prevents panic once it does.

All my customers ask for something different. How do I deal with that?

What's the difference between TD 2.0 and PPWR, and why does it affect me as a supplier?

TD 2.0 is the Dutch scheme around the waste management contribution. The PPWR is the broader European regulation, and over time it sets stricter requirements for the design of packaging itself. Both ultimately call for the same underlying packaging data.

We have product data, but it's spread across different systems. Where do we start?

We also supply customers outside the Netherlands. Does this apply to them too?

Yes: the PPWR is European legislation, so this applies across the entire EU, not just for customers in the Netherlands.

Can you also help if we need packaging data from our own suppliers?

Absolutely. We help you ask the right questions there too, and turn what comes back into something usable.

We're a small supplier company, is this something for us?

Definitely. For smaller companies especially, it's a relief not having to set up an entire department for this.

What if our packaging turns out not to be recyclable?

Then at least you know. And that's already worth something. Often small adjustments make the difference; where they can help, we'll advise you on them.

How does good packaging data concretely help us with the waste management contribution?

With well-substantiated, validated packaging data, your customers can claim a higher discount through tariff differentiation. That ultimately saves you time too, since you won't keep getting asked the same question.

What does it cost a supplier to get started with this?
