PPWR by country: what differs, and who enforces it?

The PPWR applies directly in every Member State: in principle, no national legislation is needed for the product rules to take effect. But the regulation explicitly leaves three things to Member States: who supervises product conformity (Article 40), how the producer's EPR obligation is organized nationally (Chapter VIII), and which penalties apply for violations (Article 68). On top of that, national systems already existed before the PPWR — a producer register, a deposit scheme, a packaging tax — and those don't simply disappear.

That's exactly what hits your declaration. Every national EPR body uses its own material categories, its own calculation method, and sometimes its own fee structure. A packaging item you declare to Verpact under one line in the Netherlands can fall into a different category, with different substantiation, in Germany, Belgium, or France. So each country below states explicitly what you have to report, not just who supervises it.
