The first PPWR obligations are in force. You're not too late yet.
As of recently, you may only bring packaging onto the EU market with a valid declaration of conformity. Many organizations aren't there yet. That's still something you can catch up on, provided you start now. We make sure the underlying packaging data is right, so that declaration isn't a guess.
What is the PPWR
The PPWR (Packaging and Packaging Waste Regulation) is European legislation requiring packaging to demonstrably meet stricter requirements: less material, better recyclability, fewer harmful substances. The first obligations recently took effect, with more following step by step in the years ahead.
The core of it: without a valid declaration of conformity, that packaging has no access to the EU market. If you're not ready yet, there's still time to catch up, but the longer you wait, the tighter it gets.
What this means in practice for your organization
The PPWR distinguishes several roles: manufacturer, importer, distributor. Your organization can hold several of these at once, depending on the specific product. If you're the first to place a packaging on the market in a given country, you're the producer there, even if you're a distributor in another country.
That makes it hard to get a clear overview in one go. Sound familiar? Many organizations that work with Packstract recognize this: they already file in a few countries, but aren't sure it's correct everywhere.
Without correct packaging data you can't even establish which role you have, let alone draw up a watertight declaration of conformity.
How Packstract helps
We collect, classify, and enrich your packaging data with AI and packaging expertise, into a baseline document that underpins your Declaration of Conformity. If packaging data is missing that only your supplier can provide, we request it on your behalf.
The end result is a document your responsible officer (a quality director, for example) can sign off on: no loose spreadsheets, no guesswork.
PPWR is connected to other European and national legislation, such as EPR and CSRD. Read our legislation page to see how they relate to each other.
